Balle 31, Inc. is renovating the interior spaces of two highly underutilized and/or vacant properties into 13 market rate apartments and ground floor space for restaurant uses.

Two floors will be added to the In & Out Building to replace those that had been destroyed in a fire in the 1970s. The third floor of the In & Out Building will consist of two two-bedroom units, with the fourth floor creating a loft area for these two units. The two “new” upper floors will be recessed 15 feet from the building facade.

The Kirk Hotel Building will house nine apartments, a mix of one- and two- bedroom units. The Property owners operate the tavern which is the ground floor tenant of the Kirk Hotel and it is the intention to expand the tavern into the In & Out Building to the east and add a kitchen to make the tavern into a restaurant.
